Civic and government buildings

Cardiff holds a dense cluster of government and civic buildings, from the devolved administration estate to the courts and the civic centre. These buildings combine public access with restricted floors, so entrance design carries most of the risk. Security portals and pedestrian speed gates control flow through receptions, while LPS 1175 security doors protect plant rooms, server rooms and back corridors, typically SR3 (C5), five minutes against crowbars, drills and chisels. The government and defence page explains how public buildings layer their protection.

Stadiums, arenas and large venues

Cardiff’s national stadium and its arena district draw the largest crowds in Wales, which puts them squarely in the scope of the Terrorism (Protection of Premises) Act 2025, known as Martyn’s Law. The standard tier covers premises where 200 to 799 people may be present, and the enhanced tier covers 800 or more plus qualifying events. Enhanced tier premises must consider physical measures, though the Act does not mandate specific products. In practice that means hostile vehicle mitigation around plazas and drop-off points, security gates at service yards, and blast resistant glass matched to its frame on glazed frontages. Our Martyn’s Law guide sets out the tiers and the implementation period of at least 24 months before enforcement. The public spaces page covers crowd areas around venues.

Bay development and waterfront sites

The bay’s mixed-use developments combine offices, leisure and apartments, often in a single block. That mix asks for communal entrance doors on residential cores, revolving security doors on office lobbies and security shutters on ground-floor retail, each rated to suit. HVM street furniture protects pedestrianised quays without closing the view, and blast rated curtain walling to ISO 16933 suits the larger glazed facades, with EXV classes for vehicle bombs and hazard ratings from A (no break) to F (high hazard).

Universities and the planning picture

The city’s universities run teaching blocks, laboratories and halls of residence. Halls take LPS 1175 SR2 (B3) entrance doorsets, three minutes against hand tools, while laboratories and data suites move to SR3 or add LPS 2081 SRB against stealth attack with quiet tools over three minutes. Much of the city centre and parts of the bay are covered by conservation and design controls, so facade work on historic buildings may need consent. Security sash windows and high-security double glazing keep the street view while adding a rating. The LPS 1175 ratings guide explains the full scale from A1 to H20 for education specifiers.

Venues and the 2025 Act. If your premises may hold 200 or more people, check which Martyn’s Law tier applies and allow time for physical measures before enforcement begins.

Do stadiums need PAS 68 barriers?

Many do, depending on the risk assessment. Barriers on plazas and service approaches are tested against vehicle mass and speed, and the rating should match the fastest realistic approach. A survey of the vehicle routes sets out the right rating.

Can entrance portals be added to an existing civic building?

Yes, where the floor structure and ceiling height allow. Interlocking portals control one person per cycle and can be retrofitted into receptions without rebuilding the entrance. The survey confirms the structural requirements.

What glazing suits a listed building in the city centre?

Rated sash windows and slim glazing units are designed to suit historic facades. Work on listed buildings needs listed building consent, and we supply drawings and test evidence to support the application.

How do we specify for a mixed-use bay development?

Zone by zone: residential cores, office lobbies, retail fronts and car parks each get their own rating. One development can carry SR2 doorsets on flats, SR3 on plant rooms and PAS 68 on the public realm, all from one specification.
